Fuel Pricing Guide

Understanding Fuel Pricing

A straightforward guide to rack prices, fuel benchmarks and the costs that make up your delivered fuel quote.

01

What Is Rack Pricing?

Rack pricing is the wholesale price of fuel loaded at a terminal. Prices vary by market, supplier, product specifications and effective time. A posted rack price should not be confused with the final delivered price.

02

What Is OPIS?

OPIS stands for Oil Price Information Service. It publishes fuel pricing information and benchmarks that buyers and suppliers use to compare market prices and define pricing in supply agreements. An OPIS benchmark is a reference point; it is not automatically the price every customer pays.

What Makes Up a Delivered Fuel Price?

Some quotes already include certain charges, so check which charges are included before comparing offers. An index-based agreement should identify the exact benchmark, product, market, timing and pricing basis.

05

Why Fuel Prices Change

Wholesale market movements, refinery operations, seasonal fuel specifications, terminal availability and transportation conditions can all affect pricing — sometimes within the same day.

06

Comparing Quotes Fairly

  • Same grade and fuel specification.
  • Same delivery location and gallon quantity.
  • Same effective date and time.
  • Same payment terms.
  • Clear treatment of freight, taxes and fees.
